If you still don't have a blog, or if you do but you're not yet getting enough traffic, then you will slowly come to realize the power of leaving comments in various blogs. Yet this power is a double-edged sword, because it can both help and hinder your promotional efforts.
To effectively get the word out about your cause or even your web site, try these blog commenting tips:
1. Stay focused. If the blog post is about cats, please don't leave a comment about your political views regarding Romy Neri, unless you can somehow relate it with the topic of the blog post. Either your comment will be removed (for being off-topic), or even if people do see it, they'll just ignore it.
2. Contribute a take-away. What happens after people read your comment? Will they say "Hey, I didn't think of that..." and then click on over to your site? Or will they go "Wha...?" Please post comments that offer something useful, informative, or relevantly entertaining.
3. Sometimes, try to be incomplete. I realize Piolo Pascual keeps singing that he wants to be complete, but if your comment is too complete, then that somehow ends the "online conversation." Leave some room for future discussion.
4. Be unique. If you choose to comment in various blogs that happened to talk about the same topic, please consider varying your comment. It can be quite obvious if you leave comments using copy/paste.

I pretty much hold myself to the points you mentioned there already, I think they're pretty much standard tips. The only fifth one I'd personally add is try to return to blogs every now and then, although not always possible it does increase the strength if you place more than a single good comment on a blog.
If you can inject wit in your comment when it's appropriate, then it would help, I think.

I think those tips that you have posted is an SOP for leaving a comment in various blogs.
I have been commenting in various blogs for quite sometime now and it is really important to stay focused when commenting to certain post. Your comment must be relevant to the one you're commenting on otherwise you will get busted for leaving an irrelevant comment.
Leaving a useful comments will definitely increase your credibility and people will be more curious about you and eventually visit your site.
