Will sites having a high PageRank (> 4) translate to higher search engine visibility? Not necessarily. You still need to test.

Before you go out there and build free sites left and right, I highly recommend you create your own non-free web site first. Fill that with your best original content. After you have posted around 100 articles in your non-free site, and if you still have time, check out those free blog hosts.
